v3.03.116 SSLS116 - Membrane loading of an eccentric plate

Summary:

This test concerns the eccentricity of a plate with respect to the mesh plane or draft plane. The load is purely membrane.

The reference is given by a first resolution where a non-eccentric plate is modelled. It validates the second calculation where a plate eccentric with respect to the plane of the mesh is modelled.
